The Swedish police and road authority work together to use speed enforcent cameras at high risk locations around the country. It is very interesting because they view speeding as a social and information problem not an enforcement problem. Thus they put these out in the open, warn drivers about them and spend money marketing these as lifesavers. They indicate that the location that they are at is dangerous because of speeding.
